ASME Sec I Data Reports

(OP)
My question regards ASME Sec I and B31.1 BEP data reports. I am a QA manager for an {S} stamp holding company. We have welded attachments to a B31.1 BEP header on an HRSG that will fall under the Sec I hydro. Seeing how this is B31.1 the HRSG manufactory did not supply a P4 for this header. However it is BEP so to cover my welds do I need to supply this information on a P-3 or a P-4? The Nooter/Eriksen drawing lists this header as "ASME B31.1 BEP/Sec. I" It's a common HP Superheater header from the HRSG to the BOP pipe rack. My other headers we have welded connection to I have a supplied P-4 so for those I will singe line 10 as assembler. All piping was provided by Nooter, I just supplied the welding.
