A plant in the USA has a 500kw generator with a 330kw auto transfer switch feeding a fire pump motor.  

We were presented with a possibility to utilize this generator via a second ATS to provide stand-by power for the plant in the event that the utility fails and the fire pump is not called to run.  

Do you know of any generator installations that utilize two transfer switches were one switch is tied to the facility and the other to the fire pump?  

The plant transfer switch would operate to shed the facility load if the fire pump called for service.

That is pretty common.

As long as the Fire Pump is the first priority load, your Fire Marshall should have no problem with this.
