Per subject above, shall we performed 100% RT examination according to Asme B31.3? If "YES" in which paragraph this statement/ requirement appear?

Review M341.4 (b) "The random radiography...requirements of para 341.4.1(b)(1) apply accept that at least 20% of the circumferential butt and miter welds...shall be examined."

If these joints were installed in piping of gas compressor, does that's requirements as your cite may applied? Or shall 100% RT?

It is up to the Owner/Owner's Engineer to define whether Severe Cyclic Conditions are to be established for the compressor piping in question; in which case, 100% RT would be required.
