Is it required to install smoke or heat detectors in outdoor soundproof generator enclosure? The generator will be located on building roof.

I certainly wouldn't.  "Smoke" detectors respond to a lot more than just smoke.

Normally use fixed temperature detectors. The more widely used "Rate of Rise" detectors will be prone to nuisance tripping in a generator enclosure.

Generator on a roof?  Sounds like trouble in so many ways.  

As for smoke detector - I'd advise against it - heat detectors are good as mentioned.  

But I don't know about applicable fire codes that could require it.  The local AHJ and fire marshal will have the last word - as usual.

If you are in the US, I know of no provisions in either NFPA 72, the NEC or NFPA 101 that requires any detection in a generator enclosure. I am assuming you are talking of a standard sound attuating, weatherproof housing and not a roof penthouse of course.

As others mentioned your other issues of fuel storage and piping, etc..., might outweigh this issue.

NFPA 37 says "where provided" fire detection and alarm systems shall comply with NFPA 72 & 70.  If you do provide them you should have a look at 37 for what actions to take when the fire/smoked detection is tripped.  

It also says a fire risk evaluation shall be performed to assess whether a fire detection system is required.

Agree with Bribyk. An risk assessment is needed, but the local AHJ has the final say as dpc said.
