Does anyone have a sample specification for cleaning and desludging large (30,000 m3) heavy fuel oil tanks in preparation for NDT insepection?

Heat, add thinner and mix as you are emptying.  After empty, vacuum truck, shovel and squeegy.  Wash with thinner, repeat.

You may have to steam clean the inside.

Actually I think you might be talking about more of a "Work Procedure". Don't forget the PPE and working in confined space procedure.  In which case you should review these,
