However, it is tailored to the UBC 94 & 97.  Does anyone have a good checklist reference for the IBC (2006)?

Council of American Structural Engineers (CASE) has very good resources with regard to quality assurance of structural construction documents. You might want to check their website. If you are a member, they let you download the material for free. Hope this is helpful.
