I can not find the thickness tolerance to apply to HR Steel at .250

ASTM practice for plates (material 0.235" and thicker) is -0.01" / + 0.03" to 0.04" depending on width of plate.
ASTM A6 Table 1.

I  might  add  that  for  pressure vessel  use  the  thickness  MAY  go  .010  undersize  with no  penalties -
