I typically do residential work so I'm not too familiar with the permit rules for commercial projects.  

I'm getting ready to be the EOR on a public bathroom.  The building will be on wood piles in a high wind zone.  (a very basic rectangular building).  

1704.1.2 requires special inspections for the following (list of 7 possibilites)....included in this list is pile foundations (this building applies).  Understood, I'll have to get the piles inspected.  There's a table (1704.8)that makes this very simple.  It details what to check & how often.    This building does not meet any of the other requirements.  So I would think I've completed the inspection section.  Doesn't seem to be the case, though.

When you get to section 1705 it talks about the "statement of special inspections."  This includes a section about wind which would include this building.  1705.4.2 details what the statement should include.  It's actually pretty simple.  There isn't anywhere that I've seen, though, that discusses actual inspections or frequencies.  Do I just have inspections for the piles and include my high wind statement as a formality?

I feel like I'm going in circles - any advice, more resources other than just the code?  Thanks.

Ditto - and you may be able to do the inspections yourself!

Create your own "Special Inspection Plan" for the building and file it with the plans.  That way it will become a part of the plan approval process and will need to be done...and as Mike said, you could do it yourself, but in any case you are establishing the criteria and as EOR that's where you need to be.
