Is thermal expansion/contraction of the vessel shell between two fixed saddles considered in any of the load cases - or is one end always assumed to float?  Is it possible to turn off the friction coeficient to model both saddles as fixed/anchored?

The COMPRESS analysis assumes (as indicated in the report) that one saddle will be capable of moving to accommodate thermal expansion of the vessel. The maximum shear force that the anchor bolts can be subjected to is the product of the weight and the coefficient of static friction; if the force due to constrained thermal expansion is greater than this then the saddle will move.
