How do I evaluate the tensile capacity of a weld as shown in the attached sketch?

Dave is correct. Break Mo into components (about the C12 and about the W18) and get the elastic section properties of the welds about each of these axes. They are easy enough to calculate, but Blodgett also has tables with weld section properties. Find the max load/in for each direction and add them together.
One thing I would use caution with is the component of Mo about the W18. Unless the stress is very low, it looks like a crack could easily initiate at the upper left hand corner and just unzip. I would consider welding the underside of the plate to the W18 flange for some nominal length at the top and bottom to prevent this.
