If in a given carbon steel, the silicon composition increases does it increase the resilience?
Is there any relationship?

uhhhmmm... regarding weld metals it is expected that silicon decreases the quantity of O2 dissolved in it, which should lead to a increase of impact properties.

The elastic modulus of steels is a measure of resilience. The two main contributors that affect the elastic modulus are temperature and chemical composition. For carbon steel you will see a slight change (increase) in the elastic modulus if you increase silicon content because silicon will increase strength.
