It depends what you want.
If you simply want to calculate the properties of a two component blend then there is a free fuel blend calculator from Shell which may be useful.
These calculations allow one to determine the properties of the blend from the proportions of the components (2 component blends).

Most properties are additive so don't take much to work out, but some properties are not; viscosity, for example, and the appropriate relationship is necessary. This can be found in ASTM D341 or there is the Wright Equation (I think, correct me if I'm wrong).

There is a DNV PS version but you will have to contact them for a copy ditto Esso who have one too.

However, if you have a range of available feed stocks and wish to conduct a multi-stream blend, it gets more complicated.
It is usual to use a proprietary (not-free) program to determine how best to blend a range of products optimising the profit yield from the stocks. e.g.

Careful: some blend optimisers simply accept a recipe and then control the blend to produce the blend according to the recipe but others actually determine the best recipes to use from a given set of feed stocks.

A google for Fuel Blend Optimizers will find you a selection of results.
