I would like to know where can I find the required maximum hardness test value(HB) of carbon steel(A106-B) after post weld heat treatment. Is this mandatory to carry-out in the preparation of welding procedure, if the design codes are for ASME I, B31.1 and B31.3?

No, not for the listed Codes above.

The industry standard in refining for PWHT carbon steel is 200 HB.  Some API specs like #582 allow up to 225 HB.  

It all depends on the end user's requirements.  If they require hardness testing, it needs to be done and they should spec the maximum allowed.
