Do you know of latest Puerto Rico code or amendment/s recently?
My old documents (PR '98) shows UBC 97, Zone 3 for seismic and ASCE-7-95 for wind application. Anyone please share before I contact the bldg. official. Thanks.

The Code is the UBC 1997 with the 1999 ARPE ammendments. Seismic Zone 3. Verify if the structure is FM Gloobal insured use their Data sheet 1-28 for wind loads. There have been talks about using the IBC 2006 , but nothing yet has been decided..

I have used IBC 2006 for a PR project.  It was for the government, which may have influenced that.
