Our steel plate (A36) supplier is offering a different final surface treatment.  We currently order pickled and oiled and they are offering clear plate preservative (CPP).  This is done by the Blastech Division of the T. F. Warren group.  After blasting, a transparent, oil free chemical preservative is applied.
I am concerned about what effects this might have on laser cutting and arc welding.  Anyone have experience with this process?

I can speak for arc welding, the surfaces have to be cleaned regardless.
