Need help with finding tubing/pipe ASME approved...

I post a thread many years ago when quoting a project (see thread794-108981: Help - Need to find a pipe supplier!). Now this customer has come back and the same issue still applies. I am trying to fabricate a flange ring/shell section 8.25" id x 9.25" od x 4.00" tall. My questions/options are as follows:
1. Anyone know of a source that would supply ASME code acceptable Tubing/Pipe manufactured to 8.250" id x 9.250" od?
2. Can anyone provide a vendor source who could roll SA516GR70 .500" thk. plate to a 8.250 ID?
3. Can anyone suggest a machine to purchsae and could roll this thick of material?
We are located in the Indianapolis area for reference. Thank you to everyone in advance for all suggestions and comments.

i would cut a donut out of a piece of 4" thick sa-516-70 plate.
if you need it machined....cut it bigger
do you need a source for this little plate?
you will be hard pressed to find a roll to roll it
you could press break it...but would be hard to close up
do you need a bunch of them
you could water jet cut them instead oxy/fuel

I don't know exactly how materials get approved for ASME Code use, but my guess is it is not cheap or fast.

"Tubing" comes in at 8.250 id and 9.250 od (no ID or OD machining required saving $$$ cause money doesn't grow on tree's where I come from!!).
I have a pipe chart and to use heavy wall "Pipe"... 9" (9.625 od) x .500" wall does not get me to the ID of 8.250 either.
The reason I can not change the design is that this is an existing product line for my customer. Replacement parts lists do not alow for change of the O-ring size and the machined cover plate.
I have recertified materials in the past to UG-10 and this is one instance where I was hoping I could do it again.

People like McInnes make rings in your specified size and materials. I definately would get an RFQ off.
