In an older house a floor heater was cut into the flooring and wood joists. One joist cut. No reinforcing was done. There is vibration transmission from one side to the other around the floor heater. The opening was blocked to adjacent joists. It is not feasible to take up the entire floor to redo the joists completely so they must be reinforced from the bottom. There is no access to the top of the joists. Joists are unfinished redwood 7.5" X 2" at 16" and span 13'.
Can I double up on the adjacent joists - what type of nailing and overall length would be required?

I would double the existing for the full span.  This will help with the creep you get from the wood over time.  If you do less than a full span strengthening, you might develop cracking at the end of the "scab" since it will likely be in the area of higher shear.

If the floor heater is to remain in place, doubling up the joists to either side is acceptable with headers on either side of the heater penetration.

If the floor heater is to be removed, then just double up the existing joist and be done with it as Ron says.

As for any nailing, I would use (2) 8d @ 12 staggered throughout the full span length.
