can you weld on natural gas lines with no flow

My question is that on a 12 inch natual gas line that has a 1000 psi pressure with no flow is it possible to weld on a hot tap fitting following Api 1104 stanards.The pipe is carbon steel 500 wall fitting is also the same.

Uh.... do you want to tell the pipe yield strength, or should we just guess at that?

I heard it can be a lot of fun and at times it is a real blast.

It is not my area, but common sense tells me it depends on what it is currently filled with and how well it is purged.

I would contract it to a specialist who knows exactly what they are doing.
