After concreting one of the combined foundations on site, a new rev of the drawing called for relocating one of the columns, the starter bars already cast are now out of place and new starter bars will have to be drilled and grouted into the already cast foundation, the rebar is 25mm and the concrete is grade 50 , any literature on calculating the embedment length and type of grout to be used

Try Hilti HIT-RE 500.
You might have to contact a local rep to get details but this should work in diamond cored and damp holes.
