On compress program, the internal required th'k is criterion of Curve reduction according to UCS-66.1 ratio.

But governing th'k is got from the ext. press.

Although governing th'k is the required th'k for ext.press.
i wanna know why the internal required th'k is criterion for MDMT reduction. Please inform me which part of Asme code is marked about contents as above in detail.
