For example, in the Canadian province of Alberta, there is legislation called the Safety Codes Act, that requires compliance with CSA B51, which in turn requires registration of pressure vessels with the local jurisdiction, in this case, administered by the Alberta Boiler Safety Association (ABSA). So, the requirement for registration comes from the "LAW". In jurisdictions that do not require adhering to the ASME Standard (note that it only becomes a Code when brought into force by a law), there is no legal requirement to register the pressure vessel. However, the company's insurance carrier may require it, and it could be interpreted that the OSHA requirements (in the US, at least), require adherence to the ASME Standard.

In Australia the pressure equipment of any description can/must be registered with the local state authority if it complies with the Australian pressure vessel, including sometimes significant differences from ASME VIII. It must be reviewed and certified by an accredited third party design verifier, re-hydrotested (if required) per AS 1210 and only then can be registered and operated legally.
Outside US, generally nobody gives a proverbial for the U stamp and all what matters is the Lloyds stamp on the MDR, but I have seen many gate keepers in China signing for Lloyds inspectors.
By the way, the ASME VIII is a design code, not a regulatory authority, hence ASME does not have anything to do with a pressure vessel registration. As already said above, only the local authority where the vessel will be operated has the right to prescribe the registration requirements (if any).
