Please advice whether Seal plan 62 (steam quench) scheme can have Restriction Orifice for reduction of available steam header pressure to required pressure for quench.

Yes, it can but I would still use a needle valve or similar upstream of the orifice. Depends on what orifice diameter you will use and header pressure also.

normally orifice size for API plan62 Steam Quench is 1/16" (1.5mm) and API Plan11 is 1/8" (3.5mm)

Yes, orofice can be used. No. of orifice will depend on desired pressure drop. Normally 3 to 5 psi pressure for plan 62 is good enough.

Instead of orifice a needle valve with small opening will be better choice.
