Minimum nozzle size for lining is about 1.5", and you'll probably do better if you go with 2"
As to who can line it or even IF it can be lined successfully at all: that depends on its shape, whether it has body flanges or not, whether the correct details have been used in fabrication (radiusing at all nozzle neck to shell transitions etc.), and what type of lining you want (spray- or powder-applied PFA, rotomoulded ETFE etc.)
Consider using a 14" teflon lined pipe spool and a flanged reducer at each end. Look at Crane Resistoflex.
