I have been asked to research if the current materials we are using on a project; if they will meet acceptable number at subzero temps.  The material is as follows: a 9.5 inch o.d. A519 pipe and a piece of 4140 round bar both are less than 12 inches. The 4140 shaft I am being told is heat treated and cold drawn.  I have requested the material cert sheets but they are unable to provide them at this time. I can't seem to find anything on what the mechanical properties would be at -40c.  Can any one help out here, I'd sure appreciate it.

My advice is to obtain samples from the above materials in hand and run CVN impact tests by a metallurgical test lab for notch toughness behavior (this will be the key parameter for use in service at -40 deg C). It sounds like you have sufficent material (12" lengths) to conduct the necessary impact tests. Having these tests performed will allow you to compare with your "acceptance number" at -40 deg C.
