Can anyone point out what section of ASME B31.3 deals with "overstress allow during short periods of time?

Which "short time" are you looking for?  Pressure and temperature variation?  Wind and seismic events?

Look in Chapter II, Design.  It is only ~30 pages long including graphics and tables and has reasonably descriptive subheadings.
