How to size a Vapor Recovery Unit

I need help in sizing a Vapor Recovery Unit. Basically i need to calculate total release volume to size the compressor and scrubber.     
                
How can i estimate the total losses (flashing/working and breathing losses)? do i need to calculate all 3 to size a VRU for that capacity?        
                
We have a tank battery which seperates oil , gas and water. The Oil is separated at a free water knockout at a pressure of 40 psig and the oil is sent to atmospheric tank ( with blanket gas).         
                
We have 2 oil tanks. I know the sizes of the tank and the barrels of oil perday. Another consideration is that this is a CO2 flood so the composition of the VAPOR is likely high in CO2        
                
Any help or guidelines would be greatly appreciated.

1, Just go out and measure it.  
2. Set up a simulation based on gas and lquid sample
3. guess small
