I am gathering some back ground information for what is required to install a 2" diameter forcemain.

What material is best suited, pvc, pe?  And can anyone give just a rough idea of cost/foot assuming:

3' cover, mid-atlantic state, no rock, on-site private system, there really aren't any conditions forseen that would complicate the installation... just need a rough idea to start from.

For 2", DR-9 HDPE.  Maybe $8 a foot for a big job.

OK, I had been thinking more in the range of $15-$20 foot (about 3000 feet total).  Could you tell me, do they weld the pipe joints or are they mechanically restrained or thrust blocks used?  what is the most common for a small line such as this?

You may perhaps be interested in the information at http://www.epa.gov/owm/mtb/force_main_sewers.pdf and/or while I don't know exactly where you are/what is involved the "Ten States Standards" for wastewater accessible at  http://10statesstandards.com/wastewaterstandards.html#49  [If this is an ordinary domestic sewer system forcemain in an otherwise gravity system, note in the latter that section "49.1 Velocity and Diameter..." says, "The minimum force main diameter for raw wastewater shall not be less than 4 inches (100 mm)."]

It would be easiest to use 2" (I like SDR 11) HDPE pipe.  It comes in a roll of probably at least 1000 ft (maybe more).  You can install via horizontal directional drilling without even having to dig a trench.  Very easy and the cost should be about the same or less as open trench for a 3000 ft project.
