I am trying to check some drawings and I was never taught the proper way of dimensioning holes on a cylindrical surface.  Like as if I were dimensioning the bolt holes for the top of a fire hydrant?

Better in GD&T as ewh says but to get you started...

I'll assume since you posted in ASME forum that you're working to the current ASME drawing standard - 14.5M-1994.

As such, take a look at Figure 5-24.  Don't get hung up on the use of composite position tolerance but the general dimensioning scheme may be of assistance.
