i have recently started work at my local power station as electrical maintance engineer ,coming from the car industry my hv knowledge is very limited while studying some transformer info i noticed that are hv transformer going out to the grid is delta star being primary 34400 secondary 1100 .to me this is a step down transformer,can anyone explained this set up to me thanks in advance

Step up, step down - the transformer doesn't really know the difference.  It will work either way, including both at the same time.

Think of it in terms of which way the power is flowing. In a generating site the power flows from the LV side to the HV side - step up; in a distribution system power (normally) flows from the HV side to the LV side - step down.

Whose to say?  It's a philosophical question.  Vars can go one way, while power goes another.

I prefer to call them "LV terminal" and "HV terminal". This prevents such confussion.
