 I have a monolithic isolation joint that has to welded into a ethane/propane line.Engineering requirements are B31.3.The pipe  is 12 inch, sch. 120, P1 material which requires PWHT.The problem is the isolating filling material and ring are located approx. 12 in. from the weld which is only designed for 175F. Is it acceptable to weld this joint with inco 82 without PWHT and meet B31.3?

As per 331.2.3 b), not directly but you could try invoking 331.2.2 and doing some fitness for service work on the WPS/PQR.
