Hey
I have this problem with Sap2000 V11
with the command Assign> Frames> Insertion Point I fixed the rolled in the down part of the edge of a beam.
Thus if  afterwards I try to draw a cable in the edge of this beam (but in the up part of the beam) the program automatically begins the designing of this cable from the point that I fixed the rolled (in the up part of beam).
My question is simple:

Has the program sap2000 V11 the possibility to have at once in the down part (in the edge of a beam) a rolled fix and in the up part (in the edge of a beam) a beginning of a cable?

As far as I know a beam element in FEA is just 2 nodes connected by a set of sectional properties. There is no top or bottom node of the beam section. I do beleive that SAP has some constraint / offset type tools that might help you to accomplish what you are trying to do.
