If you create a part model complete with dimensions...

when you add a scale to that model, the dimensions stay as the dimensions before the scale!

Is there a way to change the dimensions with the scale?

Not by using a Scale feature.  I believe there's a macro floating around somewhere that will do what you want.

That is the only way is the model rescaler.
Dim a 3D model is different than dim a 2D dwg in ACAD.

Model the part to 1/1 scale, then add the views to the drawing to required scale. Want a different dim, change the 3D model.
