I've got a little lost in the sauce with this calculation. Does the total weld length calculated in the Structural Steel Handbook refer to the combined length of the two beads or linear length of the two beads?

Background Info:
I'm attaching a 5" x 2-1/4" x 5/8" flange onto a 2-1/2" x 1-1/2 piece of mechanical tubing with 3/16" double fillet welds. The flange has a 1/8" socket for centering the work. Did I inadvertantly overkill this piece. Max thrust is 10Kpsi per spec. Torque is 90ft-lbs.
