If you un-pin the Resource Bars, you have the option of enabling Automatic Flyout upon mouseover.  (Preferences > User Interface > Layout > Resource Bar...)

Is there a way to change the speed at which they fly out?  A search of the Customer Defaults > Gateway > User Interface didn't turn up anything...

No, there isn't any way to control the actual 'speed' at which a tabbed Resource Bar item will 'fly-out'.  However, I have to ask, why do you wish to change the speed in the first place?

Probably the same reason why someone might want to be able to change the Rotation Point Delay.  Sometimes, it's nice to customize how quickly things happen.
