I have query regarding design of base slab in concrete underground water tanks.
Will the moments from wall be transfered to base slab?

The wall will deflect and develop moments according to how  you reinforce it.  So, if you design and reinforce the connection of the wall to the slab as a pin connection, then the empirical answer is no.  In actuality, there is probably small amount of moment, but I would ignore it.

can you really get a water tight connection suitable for a tank with just a pinned joint?

Possible, but not recommended - build keyway with water stops, add compressible/expandable joint sealers..
