I'm trying to get to grips with ST, but I find it really frustrating.
I've created a rotated block on the top plane and put 3 holes in it.
I've dimensioned the holes and now I want to change the position of one hole using the dimensions.
On the attached image If I change the 30 dim to say 28 it cuts off the block and holes as shown on image 2.
Can anyone give an explanation as to why this should be ?

could you upload that sample? I quick testcase made did
not show that behaviour and please specify which Liverules
are set active (checkmarked)

You guessed it: it's the dimension axis as defined to be the
block's upper left edge. I think it's a bug.
To circumvent:
  1) make the small plane at the left grounded
     select the face
     QuickBar --> Relate
     choose Ground
     accept by the green checkmark
  - or -  
  2) delete the dimension and recreate it
     select either SmartDimension or Distance between
     within the command bar --> press 'Lock dimension plane'
     select the upper face of the block
     set the dimension
     after the dimension is created unlock the dimension
       plane --> F3 (otherwise it will persist)
     ESC to terminate the dimension function

All created dimensions will be created as variable (driven in
non ST-Mode terms). To make them fixed select the dim value and
press the padlock symbol. When changing a dimension pay attention
to the black arrow which indicates the direction of the change.

when you've select the plane an selected Relate on the
QuickBar LMB on the rightmost icon and on the 'Flyout'
choose the last icon.
