Do you know what is wood parapet wall height limitation without any bracing? How the connection should be designed? Obviously, we have to find the lateral load. Let's say it is 21 linear foot at each 2x4 @ 16" o.c..

You would first determine the parapet wind load from the appropriate code.  ASCE 7 has values for parapets - other codes in different countries probably also have parapet wind loads.

Then you design the parapet vertical studs to cantilever up from the roof level the distance you need.  2x4's going 21 feet won't work I'll tell you that now.  Is that 21 lbs/ft?

Once you have the bending moment and shear in your vertical studs you can check them using the appropriate material specification such as the NDS in the US.

With the studs designed you then need to determine the connection to the roof and/or exterior perimeter wall.  Normally a parapet is either a continuation of the wall studs from below, or attached to exterior walls with bolts or other connectors.  Each situation is different.

Let's say the parapet height is 2.5', the studs are not continuous and wind load is 20 #/ft. At the base, we have a sill plate wich is connected to a 2x blocking below the sheathing with 16d @ 6" o.c. Dose the connection at the base work?
