I posted this query in another forum and even though I got some good answers, someone suggested running this question in a few other places.
Couldn't find one explicitly on dies, so thought I try here.

You didn't reveal the typical cut-off length, or
how you propose to feed the extrusion, or
how many cuts you have to make per hour to keep up, or
how big a burr is allowable, or
whether a scratch from the last cut's burr is okay, or
how much edge distortion is okay, or
whether the machine needs to clear the bar ends automatically, or
whether the machine needs to be adaptable to other shapes, or
the tolerances you expect to achieve on the shape you drew, or
how probable is a design change, or
the alloy and temper, or ...

For one thing, the .010 clearance all around is not going to work well.  You'll need to make at least one half of the die movable so you can get a good grip on the workpiece and prevent the top surface being pulled into the punch clearance, etc.

It's probably time for you to buy the SME Die Design Handbook.
