(OP)
O/WS is a Highland Tank HTC 2000.  
We would like to install an automatic oil skimming/pumping system that will remove oil accumulated in the tank automatically. If we can't come up with a way to automate oil pumping, we should be able to come up with a method signal an alarm when oil level is full.

Quick answer that might not work as there is no indication how your system/tank might look like:
Oil/interphase detector with a 4-20mA output

Do you have a free water surface or is the tank pressurized? If free, how about a floating rope from Oil Skimmers Inc.?
