have situation with drilled piers installed, rebars extending out to tie into upcoming pile cap ; now realize the top of drilled piers are 4 feet too low.  choice is to pour a deeper ( thicker) cap or to " extend" the drilled pier up a few feet.  Any thoughts on extending the drilled piers; i.e. lap splice the extended bars into new pier section, does ACi allow extending the pier ?

As long as you provide the required lap splice length there should be no problem.

How would extending the piers up increase the vertical soil bearing?  Or is this a lateral bearing problem?

Nevermind.  I misread the post.

Your extension length is not much greater than the required splice length, assuming #8 or larger rebar.  Other than the cost of a bit more concrete, I would make the cap deeper and save the extra step of extending the drilled piers.
