I recall reading a number of years ago that the main application for professional engineering registration in Mexico was for seismic design in the Mexico City area.  That being the case, it sounds like you would need to be contacting local engineers for the design or local building departments for the requirements.

Mexixo city is a bi&&%& ch... worse than CA.

Check with locals.

We will be meeting with the locals very soon. I was hoping to prep a little beforehand.

Our project is not too close to Mexico City - we are outside Guadalajara. It looks to be roughly an old Zone 3 equivalent.
