Any environmentals out there familiar with Spill Prevention, Control, and Countermeasure Plans. Also/or Facility Response Plans?

google spcc + "air force"  You'll see Shepard AF Base, there will be others.  No doubt you could try Army, Navy etc.

Probably works for FRP's also.

Fairly straightforward.

EPA is the author of the rules for containment and spill prevention.  Any PE can write the plan for any state.  This includes electrical transformers and storage of lubricants.
