Why not?  The legs and bases of some concrete oil platforms are used for oil storage.

Steel drum are just for convenience of transportation. There are many leaky oil drums out there.

Is it going to be lined?

Oil tends to seep through plain concrete. I think there are some ammendments you can add to the concrete mix to prevent this.

I'd still line it
