Hi,

AutoRecloser setting: is it protection or operationility  staff responsibility?

We all know that A/R relay or function is under protection responsibility in term of setting implementation, testing shcheme, .. etc. However, the setting of the relay should come from operation/planning people i.e %V, Angle, Frequency, CyncCheck condition, dead time from each end ... etc.

Do you Agree?

It depends.  What is your utility practice?  What voltage?  What conditions are you reclosing for?  What is your system topology?  What is the scope of protection?  What is the scope of operations?  Do you have an operational protection group?  Too many variables.

Hi david,

I am talking about HV transmission system. Can protection engineer decide which CB close first?! Whatever practice any company has, its all operational issues. Yes, I am as a protection provide this facility for them.

I don't know what do you meant operational/planning people.
Maybe you meant same as David, protection operation group.
I agree with you, AR it's "technology issue", number of shots, time to close1,2,3,, etc. what protection functions are provide start of AR. But, in few options it's protection eng issue, for example selectivity issue or accelaration of 21 ditance protection OR (overreach) future.

Hi SMB1.
I can explained what our utilities have.
It's some small groups in the transmission sector, distribution sector and power plant sector in utilities.
This group connect between: NCC, designers, consultings, clients, commissioning eng ( responsible for commissioning, maintanance,etc of protection) and operation personall ( responsible for primary eqp).
Those groups are responsible for the settings and protection schemes.Usuallu are best protection eng. in companies.

Our operations personel would have input into the overall design of the reclosing scheme, but the technical details would come from protection studies.  If operations has a reason why one breaker should close first, go with it.  If they don't have a reason, the closing order is just one more detail for the protection engineer to determine.

I am in a Protection group of a HV utility. We take advice from Network Operations staff and try to meet their requirements, but it is ultimately our resposibility to set it up.

I agree with you DiscoP, we have a "short term planning" group under system operation Dept. who provide the protection with thier requirement. such as which CB close first, dead time of each CB etc.

I would say that it is the responsibility of Operations to determine the settings and if/when they need to be changed.
