Specifically what your question leads me to think of is palettes, to be found under Preferences>Palettes. You can add different files individually or by referencing the contents of and entire directory. The functionality and operation are I think straightforward enough that you may be able to follow them with little additional explanation, and by using the F1 help key as required.
I mention Part families because a common occurrence of such a thing is for fasteners that we define with part families and of which a good many are distributed with NX-5. They are to be found under the installed location ....\UGII\Reuse Library directories. So sorry to hear you're on NX-4 but they're really no so hard to create for yourself as required.
A very good idea is to add Part Family files to palettes to create a very easy way to add fasteners to assemblies. Also look into saving mating conditions is files that you add frequently. As a note to users of constraints in NX-5 and above if anyone knows whether there is an equivalent function to saved mating conditions for constraints then I'd be glad to hear of it and keen to guess if it works as well?
