Concrete corbel questions

The contractor missed a corbel that supports a precast spandrel beam at one level and at another level they provided rebars not per drawings. The attached sketch provides more info. What would you do to fix these two problems? The architect did not accept a steel bracket. It has to be concrete. Thanks for the help.

Worked for a pre-caster for a couple of years - one of our standard corbel constructions had an embed plate cast into the panel or column during casting and the corbel was then welded onto the embed plate later and covered with concrete or mortar to make it look like a concrete corbel (same basic principle).
If you can't thru-bolt, as BAretired suggested, and you feel comfortable enough based upon the forces involved, you could epoxy bolt the assembly to the wall (a 12" wall should give you plenty of development depth - take creep into account).
As another alternative - Just tell the Architect you gotta do what you gotta do (Ha Ha).
