I have a law/code question.  I work in the state of Georgia and under law there are 8 mandatory codes and 2 permissive codes (as stated on the state of GA DCA website).  In the codes I cannot find where pressure piping is specifically talked about.  

The main codes I looked in are International Building Code (IBC) and the International Mechanical Code (IMC).

I know ASME B31 is a good resource for pressure piping, but I have not seen where it is required or referenced.  The closest connection I have made is in the IMC, where it talks about pressure vessels and their piping.  Section 1003.2 states piping shall be designed for specific application and shall be approved.

In the end I want to know what the law states pressure piping shall be built to.

Contact the Jurisdiction as indicated above. What I have found is that many Jurisdictions in the US do not regulate piping (B31.1) unless it is under ASME B&PV Code, Section I.

Many OSHA documents require compliance with consensus standards.  Most of my projects fall within the requirements of 29 CFR 1910.119 process safety management.  This requires documenting the design codes and standards used.  One kicker is the following:
(d)(3)(ii)
The employer shall document that equipment complies with recognized and generally accepted good engineering practices.

Just about every professional society claims that their standards apply.  A jury may agree when a rational selection is not applied.

Several threads discuss the break between B31.3 and B31.8.

If the local regs don't mention it, don't simply assume you're home free.  Be sure you know what Code of Federal Regulations (CFRs) might be taking precedence over local laws in your specific industry or process.  JLS' mentionioning of CFR 29 is a very good example of the many many CFRs which have arms like an octopus.
