There is a little pop-up menu bound to the "s" key.  I'd like to assign the menu to a different key but can't find it in the keyboard shortcut area.

Is this possible, what is the menu called?  I tried looking for what "s" is assigned to but came up with nothing.

Start the customize dialogue by right clicking with in an empty portion of a toolbar. (I think you already did that.) Select the keyboard tab and scroll down to the category "others" look to the shortcuts column (about the 17th item in 2009 version) Good luck
