These are my parameters.
Corrosion resistant
Actual stress through design is low, but there is a contact stress that could cause deformation.  Materil Rc40 and harder solve this.

I was looking a stainless steel type material that can be heat treated to Rc 40 min.

I was looking at 440C
Is there something else I should look at?

heat treated aluminium bronze provides corrosion resistance and hardness.

Resistant to what type of corrosion?  Type 440C stainless steel has marginal corrosion resistance in anything other than a mild atmospheric environment-- the presence of any Cl- ions and it will experience problems.  THe PH stainless steels that unclesyd mentioned are good candidates as are other grades like Custom 465 from Cartech.

What about an alloy steel that we can heat treat and then do a secondary coating for corrosion

Are you aware that you can just buy shankless rod ends?

Beyond that, we can't answer your "What about..?".  You haven't told us the size, the loads, the stress, or anything about the corrosive environment.
