I have a concrete canopy. Is there any admixture or other idea to avoid forming of snow icicles so that it not fall on people below.

that will keep the roof free of snow and ice but icicles will probably still form on the eves. best to design your canopy / sidewalk so that people cannot walk below it

If snow and ice is melted to liquid and the concrete is above freezing, no icicles will attach or form.

perhaps with good detailing, but in practice, I haven't seen this successfully done. the eves / underside of the overhang is typically cooler and ice will again form as it drips off, forming the icicles.
